8,428 Lucenahin, nakinabang sa “Kalinga sa Mamamayan, Libreng Gamutan” ng Pamahalaang Panlalawigan ng Quezon

Umabot sa 8,428 benepisyaryo ang nakatanggap ng iba’t ibang serbisyong medikal sa dalawang magkahiwalay na Kalinga sa Mamamayan, Libreng Gamutan na isinagawa ng Pamahalaang Panlalawigan ng Quezon sa Lucena City noong Setyembre 26 at 27.
Noong Setyembre 26 sa Barangay Gulang-Gulang, nasa 3,076 residente ang nakinabang sa medical mission na isinagawa sa pangunguna nina Governor Doktora Helen Tan at Vice Governor Third Alcala kasama sina Bokal Doc Kim Tan at Bokal Vinnette Alcala-Naca
Kabilang sa mga serbisyong ipinagkaloob ang medical at dental consultation, ophthalmology services, laboratory at diagnostic procedures gaya ng X-ray, ultrasound, ECG, cholesterol, uric acid, FBS/RBS at CBC, gayundin ang iba’t ibang screening at minor surgical procedures.
Kasabay nito, nagsagawa rin ng Veterinary Mission ang Office of the Provincial Veterinarian, kabilang ang veterinary consultation, anti-rabies vaccination at neutering para sa mga alagang hayop ng mga residente.
Samantala, noong Setyembre 27 sa Lucena West 1 Elementary School sa Barangay Ilayang Iyam, umabot naman sa 5,352 benepisyaryo ang nakinabang sa isa pang Kalinga sa Mamamayan, Libreng Gamutan.
Kabilang sa mga serbisyong inilapit sa komunidad ang konsultasyon sa mata at kalusugan, dental extraction, libreng gamot at iba pang serbisyong medikal.
Sa pinagsamang bilang, 8,428 residente ang nabigyan ng serbisyong medikal sa dalawang araw na medical mission sa Lucena City.
Hindi lamang serbisyong pangkalusugan ang inilapit ng Pamahalaang Panlalawigan sa mga residente. Kasabay ng mga medical mission, isinagawa rin ang pamamahagi ng agricultural inputs at iba pang suporta para sa mga magsasaka at mangingisda.
Noong Setyembre 26 sa Barangay Gulang-Gulang, namahagi ang Office of the Provincial Agriculturist o OPA, sa pangunguna ni Provincial Agriculturist Dr. Ana Clarissa S. Mariano, ng assorted vegetable seeds, urea, complete fertilizer, vermicompost, foliar fertilizer, mga kagamitang pangsaka at iba pang inputs para sa vegetable at rice production, gayundin ang fishing paraphernalia.
Noong Setyembre 27 naman sa Barangay Ilayang Iyam, muling inilapit sa mga magsasaka at mangingisda ang mga kagamitang pang-agrikultura at libreng konsultasyon upang matugunan ang kanilang mga pangangailangan at mabigyan sila ng karagdagang gabay at suporta.
Bahagi ang mga aktibidad ng patuloy na programa ng Pamahalaang Panlalawigan ng Quezon na ilapit sa mga komunidad ang mga serbisyong pangkalusugan, pang-agrikultura at iba pang tulong para sa pang-araw-araw na pangangailangan at kabuhayan ng mga Quezonian.

Mayor Ruanto, dumulog sa Senado para sa dagdag pondo sa mga proyekto ng Infanta

Muling nagtungo sa Senado si Infanta Mayor Lord Arnel “L.A.” Ruanto noong Setyembre 30 upang humingi ng karagdagang suporta at pondo para sa mga pangunahing proyekto at pangangailangan ng bayan.
Ayon kay Ruanto, nasa ₱80 milyon lamang kada taon ang Economic Development Fund ng munisipyo na kailangang pagkasyahin sa mga proyekto sa mga barangay at iba pang sektor.
Sinabi ng alkalde na hindi ito sapat upang matugunan ang mga pangangailangan ng halos 100,000 residente ng Infanta, batay sa Comprehensive Household Information System (CHIS) ng munisipyo.
Kasama si Vice Mayor Mannie America, ilang konsehal at Municipal Administrator, iniulat ni Ruanto ang mga pondong nakuha o commitment para sa iba’t ibang proyekto, kabilang ang ₱20 milyon para sa improvement at expansion ng evacuation center sa Gumian sa pamamagitan ng Local Government Support Fund (LGSF) sa tulong ni Executive Secretary Ralph Recto at Usec. Georgina Yang; ₱50 milyon na commitment para sa bagong municipal building sa tulong ni Sen. JV Ejercito; pondo para sa modernization at expansion ng Infanta Municipal Fishport at Passenger Port sa tulong ni Sen. Kiko Pangilinan.
Gayundin, ang karagdagang mga classroom upang tugunan ang mahigit 100 classroom backlog sa bayan sa tulong ni Sen. Bam Aquino; mga health facilities para sa bubuksang Super Health Center at infirmary hospital sa tulong ni Sen. Risa Hontiveros; karagdagang pondo para sa pagsasaayos ng pamilihang bayan; at DOLE TUPAD assistance para sa mga benepisyaryo sa Infanta sa tulong ni Sec. Francis Tolentino.
Nagpasalamat din si Ruanto sa mga opisyal ng pamahalaan at senador na aniya ay patuloy na nagbibigay ng suporta at tulong sa mga proyekto ng Infanta tulad nina Senate President Sherwin Gatchalian, Sen. Migz Zubiri, Sen. Bong Go, Sen. Joel Villanueva, Sen. Lito Lapid, Sen. Robin Padilla at Sen. Ronald “Bato” dela Rosa.
Ayon kay Ruanto, patuloy na naghahanap ang lokal na pamahalaan ng mga paraan upang mapabilis ang pagpapatupad ng mga proyektong tutugon sa pangangailangan ng mga residente.

The Curious Case of San Narciso, Quezon, Part 2

More troubling is the report that, after resigning as mayor, Atty. Allan Yap obtained a position connected with the Department of Public Works and Highways under Secretary Vince Dizon.
I have not found a sufficiently authoritative and publicly accessible appointment record confirming his precise title, whether undersecretary, assistant secretary, consultant, or another position.
That fact must be established through the official appointment papers, oath of office, service record, and assumption documents. It should not be stated as settled fact until those records are produced.
If such an appointment was indeed made, it raises legitimate questions. Was the prospective national appointment already under consideration when he ran for mayor? Was the resignation connected with that appointment? Was his candidacy merely instrumental in keeping the mayoralty within the Yap-Uy family? Why was the transition not publicly explained to the constituents who had just elected him? Was the resignation genuine, ethical or expedient?
These questions become more pressing amid the investigations into anomalous flood-control projects and the involvement of DPWH regional directors, district engineers, contractors, and political intermediaries. The mere fact of appointment does not prove participation in any wrongdoing. But public office is a public trust, and an appointment to a sensitive department demands transparency, especially when it follows an unexplained resignation from an elective position.
The people of San Narciso, a municipality facing Ragay Gulf, should not be treated as though they can be kept in the dark. They voted for a mayor in May 2025. They are entitled to know why he relinquished the mandate they gave him, how the resignation was processed, who accepted it, and what public position he subsequently assumed.
The following records should therefore be made public:
1. Atty. Allan Yap’s letter of resignation, including its date and stated grounds;
2. The Governor’s written acceptance or certification of deemed acceptance; 3. Proof that the resignation was furnished to the DILG;
4. The DILG recognition of the lawful successor;
5. The succession documents and oath of office of the succeeding mayor;
6. Atty. Yap’s appointment papers, oath, assumption date, and precise position in the DPWH or any other national agency; and
7. Any communications concerning that appointment made before or immediately after the May 2025 elections.
The Ombudsman may investigate if there is evidence of dishonesty, grave misconduct, abuse of authority, falsification, or an unlawful arrangement involving public appointments. The DILG should examine compliance with the Local Government Code. The COMELEC should preserve the certificates of candidacy, election returns, proclamations, and other relevant records. The Office of the President should disclose any presidential appointment issued to Atty. Allan Yap.
But the broader responsibility belongs to Congress. For nearly four decades, political families have rotated public offices among husbands, wives, children, parents, and siblings while claiming compliance with individual term limits. San Narciso may be a particularly vivid illustration of how political dynasties can obey the letter of the law while defeating its democratic purpose.
Whether the events in San Narciso constituted an unlawful conspiracy cannot responsibly be declared without the official records. But the sequence is sufficiently unusual to demand disclosure and investigation. Public office cannot be passed from spouse to spouse like hereditary property, with an unexplained resignation serving as the revolving door.
The people deserve the complete record, not whispers, rumors, or a sub rosa rearrangement of political power.

Panukalang batas para palakasin ang industriya ng kawayan, inaprubahan ng House panel

Inaprubahan ng House Committee on Agriculture and Food na pinamumunuan ni Quezon 1st District Rep. Wilfrido Mark Enverga ang substitute bill na naglalayong palakasin ang industriya ng kawayan sa bansa.
Layunin ng panukala na kilalanin ang kawayan bilang parehong high-value crop at industrial crop, gayundin ang pagtatatag ng pambansang balangkas na mag-uugnay sa mga magsasaka sa mga processor, negosyo at pamilihan.
Ang substitute bill, na inaprubahan nitong Martes, ay naglalayong amyendahan at palakasin ang Republic Act No. 7900 o High-Value Crops Development Act of 1995, at gawing institutionalized ang National High-Value Crops Development and Bioeconomy Program.
Pinagsama sa panukala ang House Bill No. 11189 ni Cagayan de Oro City Rep. Rufus Rodriguez at House Bill No. 11486 ni Bukidnon 1st District Rep. Jose Manuel Alba.
Ayon kay House Speaker Faustino “Bojie” Dy III, makatutulong ang panukala upang maging mas sustainable na kabuhayan at economic activity ang industriya ng kawayan.
Kabilang sa mga iminungkahing pagbabago ang pagbuo ng bamboo development component na sasaklaw sa buong farm-to-industry ecosystem, habang magsisilbing pambansang framework ang National High-Value Crops Development and Bioeconomy Program para sa koordinadong pagpapaunlad ng mga priority high-value crop industries at value chains.
Sinabi naman ni Committee Vice Chairperson at Oriental Mindoro Rep. Arnan Panaligan na maaari itong magbukas ng karagdagang livelihood opportunities para sa mga magsasaka at rural communities, habang tinutugunan ang mga hamon gaya ng mataas na production costs, kalamidad at limitadong pamilihan.
Binigyang-diin naman ni Alba ang pangangailangan ng mas matibay na policy framework para sa industriya ng kawayan at pagpapalawak ng oportunidad sa buong value chain nito.
Samantala, iminungkahi ni ASENSO PINOY Party-list Rep. Henry Oaminal Jr. na gamitin ang bersyon sa HB 11486, partikular ang probisyon para sa siyam na miyembrong komite sa halip na 50.
Iminungkahi rin niya ang paunang pondong ₱500 milyon sa halip na ₱50 bilyon, dahil sa limitadong fiscal space matapos ang deliberasyon sa 2027 General Appropriations Act.
Bahagi ang panukalang ito ng ilang hakbang sa Kamara para mapaunlad ang bamboo industry, kabilang ang mga panukalang batas para sa paggamit ng kawayan sa climate-resilient buildings, procurement ng bamboo products at pangkalahatang development ng Philippine bamboo industry.

\Ipinag-utos ng lokal na pamahalaan ng Infanta ang agarang pagkansela at pagbawi sa mga business permit ng limang kumpanyang sangkot sa operasyon ng crushing plants at mobile crusher matapos mapatunayang wala silang kinakailangang Mineral Processing Permit (MPP).Batay sa Memorandum No. 2026-393 na inilabas ni Mayor Lord Arnel “L.A.”Ruanto noong Setyembre 29, 2026, isinagawa ang kautusan kasunod ng Cease and Desist Order na may petsang Setyembre 22, 2026.Ang Cease and Desist Order ay resulta ng field investigation na isinagawa noong Setyembre 9 at 10, 2026 ng Composite Monitoring Team na binuo sa ilalim ng DENR Regional Special Order No. 317.Ayon sa memorandum, natukoy sa imbestigasyon na may apat na crushing plants at isang mobile crusher sa hurisdiksyon ng Infanta na nagpapatakbo nang walang kinakailangang MPP, alinsunod sa Section 109 ng Revised Implementing Rules and Regulations ng Republic Act No. 7942 o Philippine Mining Act of 1995.Kabilang sa mga tinukoy na non-compliant entities ang Reina Readymix Construction OPC, Ultrarocks Corporation, Frepa Aggregates Trading, MCDC Hauling Services/Gravel and Sand at Sta. Clara International Corporation.Binigyang-diin din sa memorandum na ang pagkakaroon ng Environmental Compliance Certificate (ECC) at Industrial Sand and Gravel Permit (ISAGP) ay hindi sapat upang mapalitan o maalis ang pangangailangan sa MPP para sa operasyon ng isang mineral processing facility.Dahil dito, inatasan ni Mayor Ruanto ang Business Permit and Licensing Section na agad na kanselahin at bawiin ang mga business permit ng limang nabanggit na entities, alinsunod sa mga kautusang inilabas ng DENR-MGB.
